The midfielder has endured a difficult loan spell in Turkey, with Galatasaray not eager to sign him permanently.
While on wages of 200,000 a week, the 27-year-old has not played a senior game for Spurs in more than two years.
Turkish news outlet TV100 claim that Galatasaray have not been impressed by the Frenchman.
When he joined Spurs from Lyon, he was rated as one of the top talents in the game.
However, Ndombele has failed to live up to that potential, despite getting numerous second chances.
